I think you need a fire extinguisher, anchor, life jackets for each person on board, with a throw in a position (like a pillow or a life-line, but must have belts). Some, like the waters of another have an extensive set contains a signal pistol. If you venture off the coast, you can record a radio or cell phone. Towing Insurance from the sea, would be a good idea. You can learn the rules of your state when you register your boat. This is a must if you have a private lake.
